The dirty little secret is that Gibson, like many other muical instrument mfrs of the era, didn't seem to pay too much particular attention to accession numbering in their serial numbers. There was also a factory fire that destroyed lots of the original hand entry books.

They were also good at going back and using skipped serial numbers at later dates as well.

Yes, very likely your guit was a '69 issue, with earlier serial number applied.
