Before going into all that, which may be a case where the thing is hardwired by the circuit board inside the box where the actual disk plugs, do this:
Control Panel -> System -> Device Manager (with the disk already plugged in and recognized, of course) and take a look at its Properties, etc. make sure it has not been reverted to PIO mode, something XP just seems to do for no particular real reason, make sure it is running in DMA mode.
If its in any mode other than DMA, email me. Or PM with your addy. I have scripts for these things, don't quibble around with manual methods, registry edits, etc. One click and BAM.
