I was able to transfer the Sibelius license over to a new machine. Check out their website, contact them directly if you have to when the time comes.

Also, my old Sibelius 4 allows for me to run the software on 2 machines at the same time, you may want to check into that, when I transferred, I authorized on one while the older machine was still up and running.

IME only those machines that were introduced with XP on them toward the release of Win7 are fast enough to make that a worthwhile prospect. And many of the XP machines the motherboards don't allow enough RAM to make good use of Win7 as well.

The good news is that microsoft has a way to find out if your machine can run Win7 and also will tell you how well to expect it to run Win7 to a certain extent.
