DoubleClick the Delta icon in the taskbar by the clock.

Hit the Patchbay/Router tab up top.

Then select "Monitor Mix" under the Hardware 1/2 column.

Now hit the Monitor Mixer tab and make sure that Stereo Link is selected in all fader columns and that none are muted.

Turn the Master Faders all the way up.

Turn WaveOut 1/2 Faders all the way up.

Turn Hardware 1/2 Faders all the way up.

Hit the Hardware Settings Tab.

Set Master Clock to Internal XTAL.

Set codec sample rate to 44.1 -- BUT -- do not check the two options below, "Rate Locked" or "Reset Rate when Idle" -- leave them unchecked.

Multitrack Driver Devices should be set to "Single and In Sync".

DMA buffer size is a trial and error situation, finding the lowest buffer before pops and clicks in the audio occur, start with 256. Mine is set to 128, which is a good tradeoff between fast speed and low latency and where the pops and clicks occur on this machine. Yours may differ, not a kill.

Leave the thing under ASIO Options UNchecked.

No checks in Input Channel Phase either.

Do all the above with any host programs completely closed down, then open the host and visit the Audio preferences, select the physical hardware ports for ASIO audio input and output. Also check off "ASIO Always On" in pgmusic products. Just leave the quality setting at Good or Better. Best doesn't seem to make much difference actually here.
