Perhaps the USB, or the Audio port socket on the SC unit has been stressed and not making the proper ground connection on the circuit board?

OK...I didn;t read every word in every post that came before this ... however in browsing quickly through I saw no discussion of the drivers being used.
When I hear someone say they have crackling noises the first thing I think is that the drivers are the issue..... unless you specifically installed ASIO drivers from a disk or download, you are probably using the MME default driver.... That can be the source of crackling, pops, clicks, and even drop outs as well as serious latency with synths
See if there are ASIO drivers available for that device. I tend to shy away from those multifunction devices..... and again, a quick read, this seems to be a 2 in one kind of thing....
Drivers will make a huge difference if they are the cause of the issue. It never hurts to try switching to the better driver (ASIO) if the device actually supports running it.

I've said three times now in this thread that I've uninstalled and reinstalled the latest Win 7 64 bit driver. It is dated 2009 and is the last and final release. The SC is no longer supported by Roland.

Never mind all that software jazz, you've already ruled it out by your description of what's happening.
What does isolating the AC ground at the computer do?
Answering that question is most important in getting to the bottom of this.

That did it Mac, you're right as usual. I had to root around to find my basic five buck three to two prong adapter and when I plugged the PC into that the noise disappeared. Just as a final test I removed it and sure enough the noise is back. Now, I'll run over to Fry's and get a proper one.

If you intend to permanize the two prong adaptor then purchase a brand new Surge Suppressor AC plug strip of good quality and power everything that hooks to that computer from the Surge Strip.
Ignore my warning at the peril of your costly computer and peripheral equipment.

Absolutely I fully intend to. The thing is everything audio related including the PC is already plugged into what looks like a good surge protector. It's a Ratshack one that cost about $20 or so. It's not one of those basic $8 hardware store ones. Do you have a suggestion for a good one I can try? I've just spent about 20 minutes surfing around trying to find that good AC adapter you guys were talking about a few years ago that was only $15-20 or so and now I'm not finding anything. The only small one I'm finding now is this: http://www.musiciansfriend.com/amplifiers-effects/ebtech-hum-x-hum-exterminator$75!! What's wrong with this picture? There's nothing else for maybe half that that would work? I want to just run out, pick something up and get this little project on the road. Bob

That RatShack supressor is likely good stuff, but a word of caution about these things, the MOV devices inside them have a limited number of surges before they stop providing protection.
Therefore, a surge strip that has been in use for some time may not be able to provide adequate protection.
Should really replace surge strips about once every year or maybe two years, tops IMO.
If you use the Grounded Surge strip and plug everything else into it along with the computer through the two prong adaptor, there will still be a path to AC Ground for the computer, it will just be going through the other stuff that's hooked up, one path instead of two.
This is legal in the US electrical code, that's why the adaptors are still UL listed, among other things.
You just have to be savvy enough to understand that if you unplug all the other peripherals, you should remove the adaptor so that the computer is grounded via its power plug again.

You are a wealth of knowledge about these things my friend. For a layman this point is very tricky but I get it. I had no idea that surge protectors can "go bad" so to speak. I think I've got a few around here that are ten years old! That Ratshack one I know is at least four or five. I'm going to pick up several new ones right now. Bob

Success! I have a new Belkin surge protector and I've used the basic three to two prong adapter for the PC with everything plugged into the new strip. Total silence.
