Depends on whose "convention" of Fake Chording you might find out there.

Technically, the "sus" chord indeed has no 3rd in it.

But, since this one was written as:

Em7sus4

They are implying the minor, which should include the minor 3r in it.

And, as Matt has already pointed out, they really are very likely then trying to describe the Em11 chord.
