Thank you for your suggestion Matt.
What I am seeking is not just putting in a staff, but also putting in Chord symbols, including things like a triangle for a major, a half diminished symbol, perhaps sometimes a clef without a staff, just random use of bits of notation. The symbols palettes cover some of these in some ways, only. Last time I used Sibelius (5) it could not do this, commonly I use Cubase 7 notation (which is powerful).. You can grab anything as a Snip of course.
