I have never used it this way.
I would expect to use Load Scrap to load what I want to a given track/location.
Then I would select/copy/paste that section to a separate track multiple times as described/ desired.
(or use the 'repetitions' box during the paste procedure if consecutive)

Be aware;
Using the mentioned 'repetitions' checkbox requires accurate definition of the length of the copied section.
But it does allow pasting a section of a track (or multiple tracks) repeatedly.

For what it's worth it still catches me occasionally that you have to use the Paste function after using Load Scrap ..
