I used to use Finale with BIAB. I crossgraded over to Sibelius now, but the Finale program is a very good Music Notation Suite.

As for the scanning of sheet music, it is not for someone who can't or doesn't read music, IMO, as after the scanning there will typically be plenty of things that need correcting manually and you must be able to read the chart and know what to look for in order to pull that one off.

To be fair, certain sheets scan better than others. Printed musics of the "right" font and possibly the "right" contrast, etc. will be scanned with less mistakes than handwritten music charts or even some printed sheets. Even so, the process does not really represent a way to get around the ability to read music. In other words, you can't just scan and then have something that other musicians, skilled in the art, can read and play without some corrections being needed typically.
