There is a setting in Prefs - Audio for 'Recording Latency'
Try changing this setting to fix. It's the only simple setting I know of.
Like Pipeline mentioned above, if you already have the track recorded you can also highlight the section you want to move, then hold the CTRL key and 'click/hold/drag' the track where you want it to be using either the Tracks window or the Audio Edit window.
I do not work here, but the benefits are still awesome
