Yes, the Installer uses a C: Temp directory somewhere.

No, you don't have to manually remove those files, they should be taken care of by Windows OS. Try a reboot.

If they still seem to be there, do a Start -> Accessories -> System Tools -> Disk Cleanup and check the Temp files part of it. That should delete them on your command.

But FWIW, I've never seen the things to be problematic. If you fill up the cache while installing, the earlier ones will simply be bumped off the other end...
