Well, you might be able to "trick" BB into something here.
Rightclick on the first bar, choose Bar Settings and change the number of beats in that bar to 2.
Rightclick on the next bar and change it back to 4 so the 2-beat bars don't continue on for the duration of the song.
Apply the desired Substyle block at the beginning of the second bar, but make sure it is the same color as the substyle you are already in. This will force only a Drum Fill without the other instruments changing substyle.
Never tried it out, but I think it should work.
