If I understand you correctly, this is what I would do. Insert two bars between your 16-bar verse and 8-bar chorus. Mark each with a part marker so a drum fill will be played. Then enter X.d in those measures, where X is a chord name. The .d suffix Rests all instruments but drums, resulting in a drum-only fill.
I really hope I get what you're up to. If this is in fact what you are trying to do, see Help for information on Rests, Shots, and Holds. Understanding these functions will add a great deal of dynamic variation to your compositions.
