When you Rightclick and choose Bar Settings and change the tempo or number of beats in a bar, if you want it to change back again at the next bar you have to Rightclick on the next bar and do the Bar Settings thing again, changing it back to the original 4 beats per bar.
Otherwise, as you have found out, BiaB can only dutifully do what you asked it to do -- in this case, change to 2 beats per bar.
