I believe it will be a half diminished chord as my learned colleagues suggest, but the mMaj7b9 chord should be a Neapolitan Minor and the sound is very weird and difficult to resolve, so I would steer away from that chord. Nobody plays that scale on standards, maybe Brecker, Branford or Trane...

It could be just the phrygian chord:
the III chord in any major tune and the
V chord in the relative minor.
Mostly it is notated as plain minor or as sus4b9 or as the slash chord F/E, where the triad F is played over E in the bass. I have never seen it notated as mb9, not in the realbooks, not in the New Real Book...
