You should be able to select ASIO drivers in the Prefs->Audio and enjoy very low latency with that card.
One thing that may be happening with a Soundblaster card is that its native speed is at 48KHz and they attempt to do samplerate conversion "on the fly" -- which doesn't always work. If, after choosing ASIO sound drivers, you still have the problem, you may have to set Powertracks to record and play back at 48KHz instead of 44.1 with that card. Which means that you would have to convert to 44.1KHz after the project is done and mixed down to a stereo wav track for CD duplication or mp3 file creation. Certainly not a kill, I did that for several years with a Creative card.
