Wine allows you to run windows applications under Ubuntu.

Distro means distribution version. Linux/Ubuntu and all the rest have people who tweak the kernel of the thing to do certain types of work.

You can put a bare bones version on a usb key and run it that way, or take an older computer and install Ubuntu on that. It runs fast on older systems, not sure about older systems and wine though.
