With a proper power amp connected between soundcard Line Output and the Peavey speakers, you'd hear sound, but I caution that use of speakers designed for Live Sound Reinforcement is not likely the best situation for monitoring and mixing recordings at all. They will color the sound, they are also designed to project the sound to focus at a point far distant from the space available in a home studio listening environment. It can be problematic getting good mixfits under such circumstances.

Look into a small pair of "Nearfield" recording monitor speakers for this purpose. If you don't have or want to use an exterior Power Amp to power the speakers, then look into the many offerings of Powered Nearfield Monitor Speakers.
