That's really as it should be. Just about any change, including bug/issue fixes, carries a risk of breaking something else. If it isn't a serious issue, then more time testing and verifying is sensible, rather than just pushing out the change. Exactly. A serious amount of regression testing, covering 30+ years of code design would be required before any 'all clear' could be given.
