It has been a rather standard advice that Vista users of Band in a Box should turn off UAC in order to get other parts of the program to work right and even to get it to install properly.

It might be the case that when the older version was installed, UAC might have been temporarily disabled or bypassed for some reason, or it could be just one of those things that seem to happen by themselves with Operating Systems at times. Dunno.

But I think that you've discovered the cure on your own, likely more people will be able to weigh in on this subject on this thread with better clarification, yours truly didn't run Vista for very long, for that and some other reasons and problems with the OS. Not after Win7 matured anyway.
